How many pilots here would like to see this? An anchorable jet can that would free up an alt or,if a single pilot,yourself to engage in and otherwise meaningful and profitable...situations?
How the can or Remote Asteroid Mining Platform (RAMP), would work is the RAMP would comprise a platform with two high slots, one medium slot and two low slots along with a 3800 m/3 cargo hold and a 15 m/3 drone bay for defense. the two high slots could be used for mining lasers only with these being limited to the EP-s Gaussin Mining laser. The medium slot could be use for a shield booster or mining laser upgrade. The low slots could be used for armor upgrades of upto a single 200mm armor plating along with an expadned cargo hold or two expanded cargo holds that would limit the amount mined to 5000 m/3 of ore.
The RAMP would then be anchored to any asteroid in a belt and set to auto mine. How this aspect of the RAMP would work is that upto four different asteroids can be put into a queu (list) Each Asteroid type could then be mined to a certain % ranging from 1% to 100%. When the first asteroid is mined, the next ateroid in the queu would locked onto and begun to be mined form. Once the queu is finished or the carghold has been filled an eve mail would be sent to the owner informing them that the RAMP needs to be emptied.
Drones - The drones would be of medium scout drone type and T1 only. Once a NPC rat has fired on the RAMP the drones will deploy and defend the RAMP until the drones are A. Destroyed, B. Have destroyed the NPC rats or C. The Ramp itself has been destroyed. Upon success in the defense of the RAMP the drones will stay on station for any additional five minutes to counter concurrent wave attacks from NPC drones. Once the drones have returned to their bay there will be a three minute cool-down time for them and they will no respond to any attacks until after this three minutes have passed. If a RAMP is attacked a notification window like that seen during combat will appear in the pilots screen indacating that RAMP # in Belt X-# is under attack by (NPC rat name or pilot).
Cargohold will have a security password encrytpion algorythm to prevent theft. Any attempt at theft will have concord alerted and the parties involved security status for that system lowered four points with an automatic "red tag" placed upon them where any ship can engage them.
With the RAMP addition to EVE it will eleviate the imbalance that will be caused when the Rorquals start showing up in low sector space.
I will leave the other stuff up to the EVEeks (Eve Geeks) who can match up the shield numbers, hit values ect ect.

There would be a limit of how many you could deploy per asteroid belt:
for skill lvl's 1-2 - One R.A.M.P. for skill lvl's 3-4 - Two R.A.M.P.s for skill lvl 5 - Four R.A.M.P.s
There would also be a limit to how many asteroid belts could be populated by the R.A.M.P system
One asteroid belt - 5 RAMPS two - ten asteroid belts - 2 RAMPs systems per system ( 10 RAMPs) eleven - twenty asteroid belts - 3 RAMPSs system per system (15 RAMPs) twenty-one and larger asteroid belts - 4 RAMPs system per system (20 RAMPs)
The above numbers are based on a skill lvl of 5 in Remote Anchoring Mining Systems.
Other skills would be anchoring lvl 5 drones lvl 5
The price per RAMP system would be 5 million isk per system Insurance would run 1 million isk for a 3.5 million isk payout.

The fact still remains as this: There needs to be a high sector mining platform to offset the imbalance of the Rorqual being low sector only. By having this type of platform it would eleviate the need for procurer's, hulks ect. By obsoleting the ore ships and replacing them with the RAMP's system it would allow for possible new type's of combat or science (expiditon) vessels to replace them. The system could be boosted up to your specs but with five of these going at once in one asteroid belt would equal 19,400 m/3 of ore being mined at any one given time. I'm sure that there is no other single vessel that can preform this function as a stand alone ship. Now with a system being populated with say 20 of these systems a pilot could bring in 760,000 m/3 units of ore. Even the Rorqual wouldn't be able to mine that much in an hour
There could be other stipulations for use as well. For example limited usage time of an hour or two per 24 hour day. And maybe weekly usage would only be once or twice a week. This would keep a pilot from completely roiding out a system. Now I haven't heard any complaints about the Rorqual being a behemoth miner ship. So whats the real problem with high sector miners being able to enjoy their own platform?

I'm not at all embarrased for posting this. All ideas take time to tweak and smoothe the rough edges on. This not about designing a high sec ORE ship, this about designing a high sec mining system that would eleviate the need to use ORE ships like the hulk ect.If you want to discuss a high sector cpital ORE ship, then post a tpoic about it.
Anyway. Design changes to the R.A.M.Ps system are as follows
-a strip miner platform -an ice mining platform
the key word here is change. the obsoleting of aged ships to bring about new ships that will perform more effeciently then their sisters and so forth. By employing the R.A.M.Ps systemj in EVE the ORE class ships can be replaced with new designs of ships.

Secondly isn't alt mining automatic mining? Isn't an Alt a single pilot with two pc's and two accounts, one being real the other being not real, a pseudo pilot. Before you come in to a topic like this with guns blazing actually sit down and think about what is being discussed.
Everything that you are complaining about can be remedied with tweaks not nerfs. What is really going on is that the low sector pilots dont want the high sector pilots to have their own mining system that way the high sector pilots will have to come into low sector were the SKUNKS - player rats will lure them to a Rorqual and then destroy them if they the high sec pilots dont give them want they want.
It also sounds to me like low sec is trying to establish a monopoly with the Rorqual. This would make mining and manufacturing of items and ships very cheap but in the hands of low sec manufacturers that would build ships for you and then actively hunt you down with their alts or corp members shoot you outta space thus forcing you to buy their ships over and over and over.
I can say one thing is certain with the Rorqual's any time I see one in low sec I will destroy it or at least damage it causing the owner to expend large amounts of ISK repairing it.
Now Back to the R.A.M.Ps
perhaps maybe two units per asteroid belt would be in order with no more then 10 units per system, The pilot would also not be able to own more then 10 units. Also get rid of the drone bay making the pilot stay on station to defend the units. A large cargo hold of around 15,000 m/3 with one low slot for an upgrade.
Any idea that expands on this idea is welcome all others keep it to yourself.

The revised R.A.M.Ps system would be as follows
The system would come with the following:
Three high slots to mount miner lasers of your choice (CPU and Powergrid would be approxiamate to the highest type mining laser in EVE)
Two Mid Slots for laser upgrades or shield boosters Three low slots for cargo expanders
A 15.500 m/3 cargo hold
Two would be able to be used per asteroid belt with a maximum of five in one system
Non-anchorable and only used four times a week for two hours a day.
